The meeting was called to order at 9:40 a.m. A quorum was established.
Motion to approve the September 18 Executive Council meeting minutes moved by Maribeth Quinn; Seconded by Helen Mikulak. Minutes were approved unanimously by a voice vote.
Treasurer’s
Report: Debra Wulff
· Debra is starting to receive payment for the fall conference.
· Gisele searched through all the NJASFAA files kept in storage at HESAA for the Articles of Incorporation and Formation. The documents are not there. Debra has asked Keith to check his files to determine if he has these documents.
· Motion to accept the Treasurer’s report moved by Maribeth Quinn; Seconded by Karen Weber. Treasurer’s report was accepted unanimously by a voice vote.
Committee
Reports:
Awards and Recognition: Stephanie Fitzsimmons
· Stephanie is taking inventory of longevity awards and ordering items for the fall conference.
Conference: Jack Williams
· The committee will meet this afternoon to finalize details for the fall conference. Most of the conference program is put together and ready to go to the printer this weekend.
· Over 200 members are registered for the conference. There has been a good response for the three-day program.
· We hope to increase membership with the vouchers for a free spring conference registration.
· The agenda includes several professional development sessions.
· Jack will send information to NJASFAA members within the next few weeks with details on the electronic training room. He hopes to have a good attendance at these sessions. Four vendors are sponsoring this room.
· The spring conference will be held on April 14, 2004 at the Bridgewater Manor.
Development: Jim Anderson
· Jim distributed a list of the fall conference vendors and sponsorship levels. He indicated that we will reach our budget.
Long Range Strategic Plan: David Sheridan
· David and Mike are working with ATAC on the membership survey, which will be completed online. An e-mail will be sent to members to notify them when the survey is available. It will be open for two weeks. ATAC will provide statistical results, which we hope to have for the fall conference.
Membership: Karen Sokol
· The association has 297 members, with 20 applications pending.
· Karen has completed all but about 30 e-mail renewal reminders.
Multicultural Concerns: Derek Gatling and Jacki Jackson
· The Multicultural Student Award application is available online. Next week Derek and Jacki will send a letter to corporations for funding. They have received a few donations from NJASFAA members.
Newsletter: Frank Cuozzo
· The first issue of the Newsletter will be posted to the NJASFAA Web site within the next week.
· Frank would like volunteers to write articles from the fall conference.
Non-Traditional Concerns: Joan Buttafuoco
· The first meeting of this committee was held on September 26. A discussion was held to brainstorm ideas to increase its membership. A suggestion was made to introduce NJASFAA and promote the association to directors of non-traditional schools.
· The committee is planning a breakfast in the spring semester to recruit new members, and may invite a speaker to attend.
Public Relations: Mark Singer
· The committee is developing a brochure to promote the association.
· Mark sent press releases to local newspapers to notify the general public about scholarship scams.
· The NJASFAA Hotline will be held January 25 - January 30, 2004. A letter will be sent to high school guidance counselors in November to promote the hotline.
Speakers Bureau: David Sheridan
· The committee is developing a brochure to promote the Speakers Bureau to high school guidance counselors.
· David will send a letter to high school principals and guidance counselors to introduce the Speakers Bureau to the high school community.
· A few NJASFAA members will do a Financial Aid presentation at the Mercer County Library.
Sunshine: Shirley McFarlane
· We now have a florist to handle our arrangements.
· The committee has implemented monthly birthday wishes to the NJASFAA membership.
· Birthday cards are being sent to Executive Council members.
· A suggestion was made to send generic holiday cards to all NJASFAA members.
· Shirley asked for a decision on memorial donations to a scholarship fund. David will look into this.
· We discussed whether we should acknowledge retirees.
HESAA Update: Gisele Joachim
Gisele informed us of two items that will be discussed at the October 22, 2003 HESAA Board meeting.
· The board will adopt its FY 2005 budget policy statement.
· The board will approve the Law Enforcement Memorial Scholarship Program. This provides funding for children of certain law enforcement officers killed in the line of duty, including federal law enforcement officials. Funding comes from the sale of license plates. Awards will be effective for 2004-2005.
Gisele discussed additional issues.
· HESAA will provide high school counselor workshops at eight sites in October and November. The Speakers Bureau brochure will be distributed at the workshops.
· HESAA has started sending disbursements to students for the World Trade Center Scholarship. HESAA needs verification of full-time enrollment from institutions.
· Next week Gisele will bring nominations for the Dana Christmas Scholarship to the Executive Committee of the HESAA board. Five students will receive a $10,000 award for acts of heroism.
Old Business:

Debra will see if she can reserve a room at Drew
University for the May 13 Executive Council meeting.

Jack compiled information on the purchase of a new
laptop for the Treasurer. Debra will
purchase a new computer.
